11. I knew nothing about the rules and

regulations distinguishing temporary from permanent appoint-

ments, but, having held a purely temporary appointment in 1888,

I proposed, in accepting my present appointment, to ask for a

definate assurance that it should be a permanent one, I was

advised, however, that new appointments were always' probationary :

but when the officer appointed gave satisfaction to the Govern

ment he was duly confirmed in the permanent appointment,

12. I accepted my present appointment under

these impressions, and very soon I saw a good number of new

comers appointed to premanent positions,ona higher scale of

· pay than mine. Mr.Mudie who, like myself, was recruited locally,

was given a permanent appointment,without even a day's pro-

bation, with a salary of $276 per mensem.

13. It was when these new appointments were

made that the term "Executive Engineer" was first introduced

to the HongKong Service. Although I was gazetted "Assistant

Engineer" I have always performed the dities now understood

to be those of an "Executive Engineer".
